Has such a question ever even occurred to you? Have you even heard of a "nontaxpayer" before? Wouldn't it be unpatriotic not to "pay your taxes" like everyone else?
Taxpayer? Nontaxpayer? Which are you? Is there an unequivocal reason that you "voluntarily comply" with the world's most obscure, deceptive, and fraudulently administered tax law, Title 26 of the US Code? Are YOU [fill in your name here] "made liable" for an income tax by some specific activity or circumstance, clearly stated in that book of law, or do you pay tax just because "everybody else does?"
Can you name the statute and section that makes you liable? Would the IRS produce it for you if you were to ask? If you think that they would, just try asking them sometime! You will soon find out that the IRS is not interested in what the law says or means - their only purpose is to take your money, and shame on you for even asking such a "frivolous" question!
Ron Paul, known as "The Taxpayer's Best Friend," has said some interesting things about true patriots, oppressive state demands, and their possible consequences:

Dr. Paul is the ONLY candidate who has been honest about the subject of the income tax and who has a real plan for tax reform. He has become more successful than most of his forerunners in the "Tax Honesty" movement in bringing to light just how severely Americans have been deceived about taxes. He is the only politician who is willing to state plainly that the federal government neither needs your money nor uses it for essential services - it is all being wasted in a completely unnecessary global military presence.
Daniel Webster once said "The power to tax is the power to destroy." The destruction of our beloved country is almost complete, as Dr. Paul has shown us - brought about through the twin evils of the communistic income tax and through the hidden "inflation tax." Those who have resisted have been marginalized:

Your response does however exemplify the motive of most "taxpayers," namely fear. The IRS is a master of fear. Even in the case of most Americans - possibly including you - who do NOT owe the tax, the IRS will cow you into "volunteering."
As for Ron Paul, and unlike the "typical American" working in the private sector, as an employee of the federal government Dr. Paul IS made liable by federal law for an income tax.
A major part of the IRS fraud is in the legal definition of the word "employee." The IRS works very hard to make everyone in the private sector believe they are "employees" when in reality Title 26 clearly defines the word, for the purposes of Title 26, as applying only to the government employee and the officer of the government corporation. Look up the definition for yourself.
No, Karl, it was not an oversight... I have misgivings about the approach to the IRS taken by lost horizons, and so I have limited my listing of resources to the information that I belive to be the most reliable. Caveat emptor.

Amendment XVI - The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration.
In addition to the Constitutional statement, you should also be careful in referring people to Title 26 as 'proof' they don't have to pay taxes. On the contrary, Title 26 specifically outlines who must pay taxes and offers no out for tax protestors.
Many a tax protestor has gone to jail over bad advice such as this. How do you change the system if you become a felon over false information? In becoming a felon, you just give up your freedom and right to vote.
If you want to make a difference, run for office or support those who really can make a change. If more people actually ran for office, even on the local level, a change can happen. When we sit back and wait for someone else to make a change, nothing happens. The Constitution specifically outlines how it can be changed. Read up on Article V.
As I said before, the only solution to the tax situation in this environment is to make more money. And, you can't make more money if you are in jail, and neither is it any comfort that you are right.
The system has to change through the political means, and a fair tax, though better than the present, has to be accompained by a reduction in spending to be really effective. As long as they have the FED they don't need our $.
Nothing wrong with civil disobedience, but as Creator says fear is their weapon and it will keep the numbers down. Electing representatives who will change the system is going to be more effective IMHO.
As for Jonathan R. Siegel's website purporting to be a nice, neat package showing that "you" are liable for income tax, you can read the truth at the Original Intent website. Click on the "Education" tab and just go down the list of articles. If you take the time to research this, you will find that Siegel is nothing more than just another shill and apologist for IRS lies, which are mostly "word games." As Dave Champion might say, "Siegel's got no game."

I will repeat what I have been repeating all along, as a warning since I worked for the IRS:
Take each and everyone one of these websites as political commentary or as a blue print for political action. If the website suggests lobbying, or politicking, or trying to change the law, great and good.
If the website tells you not to pay taxes, then you need to understand that you will pay the price. Even if you don't go to jail, you will have your finances and credit ruined, and you will find that the government can and will hound you for the rest of your days.
I have no problem with the idea of removing income taxes -- but some of these websites have at BEST a seriously skewed view of just how powerful and dangerous IRS Enforcement is, and how dangerous it is to dick with these people.

First, I offer no "legal advice" whatsoever here. This article is presented in the interest of having people become aware enough of the issues to educate themselves.
My advice, if any, boils down to this: If you understand what's at stake and are able to, grow a pair; if not, keep on licking the hand of your masters and may your chains rest lightly on you, but don't condemn those who are doing something.
And don't promote lies like "Every single tax 'protester'... etc." While it's true that many have been and will continue to be "steamrolled" by the system, they have counted and paid the cost. Don't try to diminish their noble effort by pointing out that they can no longer vote; their sacrifice on your behalf has done far, far more to advance the cause of liberty than your vote ever will.
I have known about the FED and the abuse of power by our politicos for years, ever since the old legislator said on the MovieTone News at the local theater in 1943 that they were going to take just a little bit out of each paycheck, and ever since I read the speeches before congress by Louis T. McFadden in 1913 arguing against the Federal Reserve Act.
But, I have stayed within the system and tried my best to educate everyone I know for years. The few people I know that have protested eventually had to pony up, especially when they had increased income. If they did not get it right, the IRS would just estimate their income and take the WHOLE BLESSED THING.

IMHO, while I wouldn't give up on "voting in" Liberty candidates like Ron Paul, the Downsize DC approach of forcing our representatives to actually represent us is potentially FAR more effective than the "throw the bums out" approach of voting. After all, there are millions of us and only about 600 of them.
Creator, I read the mission statement from downsize and it seems the thrust is petition and people pressure. There is only one thing to which most of those in power will respond. There are two immutable rules; the first is that it is always about money; the second is don't forget the first rule!

First of all screw any tax to include the "fair tax" no tax is fair no matter what name you put on it, like the PATRIOT ACT is against PATRIOTS.

Try looking up any Federal Tax case that has gone to the US Supreme Court since 1894, the US Supreme Court has stated numerous times (Stratton Independance vs. Hobart, Stanton vs. Baltic Minning, Southern Pacific vs. Lowe just to name a few) "that the 16th amend confers no new powers of taxation to the federal government."
People need to understand and study the act of jury nullification.

A more clear definition of Employee is US CODE Title 5 section 2105.
Title 26 defines income earned by "employees", 98% of the people living in this nation are not "employees".
Search for Title 26 section 7701. Look for the link to Cornell Law Library. Scroll down the page to the definition of "United States". Unless one lives within the 10 square mile area known as the District of Columbia, or by extension, one of it's properties, one does not live in the U.S. in the context of Title 26, the basis of IRS "law". For 98% of this nations population, the IRS Form 1040 is the wrong form to use. Submitting a falsified federal document is a violation of federal law. Impersonating a "US Citizen" is a violation of federal law. The correct form for most Americans is IRS Form 1040NR.
The IRS has an interesting Publication 1a, Catalog Number 64732W, Your Rights as a Non Taxpayer.
To the issue "show me the law!" I point out the 16th Amendment conveyed no new taxing authority. The taxing authority predates the 16th Amendment. The Congress has taxing authority upon a federally granted privelege, the privelge of being a federal employee. Having a Socoal Security Number identifies one as a federal employee. A privelege can be taxed. Furthermore, citizens of the "U.S." ie. the District of Columbia, enjoy the "privelege" of federal citizenship. State Nationals, ie. citizens of one of the several states, are non residents of the District of Columbia, and alien to it's jurisdiction. The IRS has authority over "U.S." citizens wherever they may reside.
The proper status of most Americans living in one of the several states united, is National, State National, Transient Foriegner, or Non Resident Alien.
In 1995 the IRS Commissioner testifying before Congress said, The liquor tax is mandatory, the income tax is voulentary, the difference is a plain as night and day.
Non Taxpayers do not protest legitimate taxes. We are not "tax protestors". We protest unlawful government tyrany and oppression.
