VIEW POINT :
In my opinion, If the federal Government gave all of it's 303,370,608 plus citizens 10 thousand dollars minus income taxes, It would be a BIG boost to our failing economy.

Sadly, the government doesn't get that money by taking $10,000 from everyone. I'm not familiar enough with the numbers to provide a solid figure, but I'd guess that roughly 2/3 of the taxpayers remit far less than $10,000 to the IRS in taxes each year.
Your idea for returning the budget funds to the people would still be a transfer of wealth 'program', even if it proved to be very popular. Good idea for demonstrating how big the budget has become however.
I recall the stunned shock when the Federal budget first reached the "unthinkable" level of half a trillion dollars in 1978. Thirty years later and our annual deficits are approaching that amount with a budget six times that size.
I guess that's "progress" for ya.
